Tony Reed Honored as Procurement Manager of the Year
Tony Reed, Director of Operations for the Baltimore City Department of Finance, Bureau of Procurement, has been awarded the 2025 Maryland Public Purchasing Association (MPPA) Procurement Manager of the Year Award in recognition of his exemplary leadership, dedication, and lasting contributions to the field of public procurement.

A distinguished procurement professional, Mr. Reed holds numerous certifications and accolades and is widely respected for leading by example and sharing his expertise with others.
Mr. Reed is deeply committed to professional development and education within the procurement community. He has devoted countless hours during workdays, evenings, and weekends to mentoring and tutoring employees, helping many achieve professional certification and advance their careers.
In addition to his instructional leadership, Mr. Reed oversees several critical operational functions for Baltimore City, including the print shop, supplier management and registration, disposal and surplus property, and the corporate credit card program.
He is also a strong advocate for Project Management and Risk Management to serve the broader public purchasing community.
